If the Perma Evasive Maneuver Speedsters are using the Prevailing Fortified Impulse Engine where the Overcharge is processed upon activating [Hull] Heal or Shield Heal Bridge Officer ability…those ship builds have 1 maybe 2 Heals at most. So, if the Overcharge process lasts for 5 seconds how can one be at over 300 Impulse speed full-time?
they were doing it before we even had those, and no, I don't know HOW they're doing it.

Short answer.. No
I haven't found a passive heal that works with those engines..I run aux2sif and that has a cooldown of 10 seconds..
So..I must wait 5 seconds before I can use the Prevailing Engine Overcharge again (so not constant..but frequent).In the heat of battle I might activate EmpS (For shield Overload) but most times its EmpE...But Im also running ApO (sometimes with a full doff cooldown on attack patterns..most times not) + EmpE (@100 Engine power) w/ the Evasive+Doff for a constant 200+ flight speed with bursts of up to 350 (with Evasive) in a Wells.
Aux2Batt (Usually Dual A2B) users can have Evasive up every 15s (With EmpE+Doff) as that the global cooldown time for EmpE. When on my escort (Im not the greatest Escort pilot) combined with my other speed boosts (ApO..Tac Fleet+ Fleet Tactician,and Pilot Team or Override subsystem integrity)..Its manageable to stay reasonably fast with only minor down times in between boosts...
However on my Escorts .. I switch to the Prevailing Innervated Engines over Prevailing Fortified Engines so my Weapon enhancements make me faster instead of my heals (Which I'd prefer to save on an escort)..
Question: How are you guys going to handle the "low end" style of PvP in your group? You know where people are using builds that are "in budget" and not so much grinding involved?
I was just wondering what a build would look like? One that did not use Specializations, Reputation, Starship Traits or Lockbox stuff?
Is there any challenge in doing PvP with only budget builds? Or would it just turn out to be a stale mate on the opposite end of the spectrum because lack of diversity?
