Expertise doesnt work on one of my characters

Description
There isnt much to say other than my Expertise cannot be used as it's showing 0 at the progress bar
and yes i have been using the Test Console to buy test items not sure if it could have caused something to my
Character.
Location
Drozana Station.
Bug Originated
Either Drozana or One of the Three Quadrants was unable to note when it occured and where but its a recent bug probably after the new expansion or update.
