it seems like these are sort of not fit for purpose. it would make sense if they worked well with the overload ability and the ateleth trait, for instance, but as i understand it they only proc on a fire cycle so they can't activate after an overload.
they're also obviously worse than [pen] and to be honest probably [crtd]. it should be buffed to encourage people to use other things than [pen] and fire at will.
suggestions:
allow the [over] weapon mod to activate immediately after a beam: overload.
add a stacking proc chance modifier based on the number of beam: overload abilities that are activated, with higher levels of the ability increasing the chance by a higher number.
