Remaining T5 Legacy Lock Box Ships and The Phoenix Pack

So we have a few remaining T6 Lock Box ships remaining that haven't been re-released as Tier 6 yet. It also seems as though Cryptic has stopped updating these ships. The remaining ones are as follows.
* Ferengi D'Kora (Special Circumstances)
* Hirogen Hunter
* Temporal Science Vessel
* Tholian Orb Weaver
* Undine Nicor
* Voth Bastion
It's been at least a couple of infinity lock box cycles since a ship has been updated to T6. I believe that (in part) this has been done because each ship removed has resulted in a further devaluation and price reduction of the remaining ships. As it stands, all of these above ships are available for under 20 Million EC on the exchange.
So I'm wondering, what's the best way to implement upgrading these ships going forward? Assuming cryptic eliminated one T5 ship at a time, the last remaining one would be the D'kora since it presumably will not be made available for T6. The remaining T5 D'kora would be literally worthless due to being flooded onto the exchange. Therefore, I propose a solution. Heck, maybe Cryptic is already doing this for all I know.
The Phoenix Pack has a chance to drop an Ultra Rare token from which you can choose one of the following ships or item.
* Voth Bulwark (Promo Ship)
* T5 JHAS (Promo Ship)
* Chel Grett (Event Ship)
* Pleseh Brek (Event Ship)
* Risian Corvette (Event Ship)
* Risian Luxury Cruiser (Event Ship)
* Very Rare Prize Token (2)
So, I believe that Cryptic will do a MEGA T6 UPDATE of all the remaining T5 lock box ships to T6 with the exception of the D'kora. The remaining, and now unavailable old T5 lock box ships will all be added to the Phoenix Pack as Ultra Rare rewards.
The only remaining issue after this, is what does Cryptic do with the remaining T5 Lock Box ship prize packs that still exist from the Infinity Lock Box? Presumably there will be no NEW T5 prize packs created going forward but tons of people still have tons of pre-existing T5 prize packs. There are a couple of options.
1) Make all of the removed T5 ships available again. This means that T5 lock box ships would be available on the exchange until they are all opened by players. No new T5 prize packs would drop. During and after this, T5 lock box ships would only be available in the phoenix pack.
2) Allow for a trade in to T6 ship prize packs. Maybe 2 T5 packs for a single T6 pack.
3) Maybe something else? What do you think?

It would also get a ship trait and a special console. If released as a "Miracle Worker" ship, then it would have 12 consoles.
