Photonic Decoy Beacon - Tier 5 only?!?

I was playing around with some builds and have noticed that the Tier 5 Temporal Battlecruiser (Ranger Class) has an Epic Universal Console that seems to only be applicable to it and it alone
I cannot have this console on my Tier 6 Temporal Battlecruiser (Paladin Class) yet I can transfer the Tier 6 Temporal Battlecruiser console of Heavy Phaser Assault Platform to my Tier 5 Temp Battlecruiser no problem
Normally I wouldn't mind if the Tier 5 Temp Battlecruiser could be upgraded to T5-U but it can't!!
Is this intentional or is it a bug that's been previously reported?
