Ok, I get that Data's information was already up loaded to Bee, but wouldn't Lore's more advanced body have been worth trying to activate the matrix in?
A Trill, a Gorn, a Jem'Hadar, Bejoran and a Voth walk into a bar, and the Bartender asks "What is this a Joke?"
"Nope, just my away team" the trill replies before ordering a round for the bar.

He was dismantled, though could probably be put back together. Not that there's likely to be many in Starfleet that would really want to...
That's where he got his name.
(Wooshing sound as irony goes right over disqord's head)
Edit: I will point out that robots striving to become more human is not a concept only shared between that movie and Star Trek, and that yes, I do actually know the plot of Bicentennial Man. It's still unrelated.
-Lore was dismantled because he was judged to be too dangerous by Data.
-When Data sacrificed himself and already had a copy of himself uploaded into B4 before hand, all that data was eventually processed and started to imprint on the B4 droid, over the course of years Data returned through B4 and was eventually promoted to Captain and CO of the Ent E.
- B4 Effectively ceased to exist when the data of another android was unravelling. Unknown what happened to the B4 personality.
- It is very possible the B4 droid got some upgrades, through Data or Starfleet Engineering who probably retained Lore (the whole android in bits) and everything on Data (scans, adjustments, upgrades, complete diagnostics and so on) as well.. This could of formed a basis for an upgrade for the android hardware and software. or taken some bits and pieces from Lore and added them to the B4 android.
