There is a large resource out there where the gamemakers could pull from. Surely there are people who could and would “for free” complete or add to those blank spots. I am one of them.

This should be easy enough as just send sound bites.

    This is not how voice acting on a professional level works, at all. Sure, in another universe we'd enjoy STO being full of low bitrate sound bites of dudes blowing in their microphones while mumbling some lines here and there, but (luckily) voice acting is a professional and work intensive business with regulations that need to be followed.
