I'm not 100% on this, but I think TWOK uniforms were a special item for linking a PS account to ARC or something like that. Again, I'm not 100% on it. Google might have the answer.
Neverwinter has been out longer for consoles than STO and the Foundry was never made available to the console players.
One reason why the Foundry is very unlikely to be released for the consoles is because any type of new game content must go through Microsoft's and Sony's content vetting process. From what I have read the manual for the vetting processing is several hundred pages long and they have pretty strict requirements. Cryptic developers do not have the time to vet player created content which would then be vetted by Sony and Microsoft unless you prefer the developers to abandon game development so that they can spend their vetting user created content.

Microsoft and Sony both allow UGC. See. Halo's Forge (it's very analogous to the Foundry, only setup for multiplayer maps.) Vetting is not a direct issue. It is, however, an indirect issue. With certification, the PC and consoles do not share a common build (with asynchronous releases and any number of platform specific technical gubbins.) So a Foundry mission published right now can't be exported to the console versions. It simply would not work (or would glitch incredibly) because the game it'd be trying to reference wouldn't exist in its requisite form. So, the prospect of PC players being able to export all their missions over, in real time, has pretty much been ruled out.
For more details it would take a dev giving a full rundown of the problem (which is a very rare event for any forum.) This is what we've been told on Ten Forward Weekly. The devs did say that it could be possible to rebuild certain Foundry missions (on their end) for export, such as the Foundry spotlights. But this would be a work intensive process that Cryptic might not be able to ever justify.
Maybe some day (they didn't say no), but even speaking as a Foundry author I'm not expecting it to happen. Foundry dev time is a precious thing and the PC version could use it quite badly (quite a few major editor bugs have cropped up over last few seasons [see. Foundry bug forum] and the search interface could use a significant update.)
