Q's Winter Wonderland - Ice Fishing

Klingon Ice Fishing doesn't seem to work. I've got the gauntlet equipped but I can't do anything even though the horn has sounded and the event timer is counting down. The Fishing Master says he'll sound the horn but he already did, still can't do anything. The green quest circle is lit up but that's about as far as it goes.
