I've been wondering about this for a while now, but why is the Liberated Borg Boff restricted to a specific sex and department?
On that note; why are Boff and Player Borg restricted to a specific species, instead of being just Liberated Borg and having the unrestricted options aliens and some of the android/photonic Boffs have?

Not sure what the relevance the player Borg stuff has to do with the question, either...
Although, it is possible to Borgify almost any female Bridge Officer with the Seven of Nine costume. It used to be limited to female Bridge Officers for Federation-aligned Captains, but it might be available to all female Bridge Officers.
