Check with Tracert etc. More often than not it's an issue with your end. Try disconnecting and restarting ALL wi-fi connected devices as it could be an IP conflict. This is a very common and over looked issue.
I connect directly to the main server, not any of the proxies, from the UK and I extremely rarely have disconnects, far, far less than US players.

If I look with WinMTR i notcice arround 25% package loss at the Cryptic Network (look at the last two nodes). And no package loss anywhere else.
If you run that from your pc you can check if there is also package loss at your ISP (how to check is explained in the link I gave.
