Ship for a FED Newbie

Hi guys

I was looking for some particular ship build: I'd like a ship with high shield draining abilities.
First off: I don't know which ship to choose. I was wondering if a science vessel could help.

I'd like to use Terran (Deflector, Engines, Core) and Quantum Phase (Console, Torpedo, Beam/Cannons) sets.

So, that's it: I'd like to see some builds (end-games ones) to have shields that never fail and good abilities to kill enemy ones.
I need everything: ship, traits, skills, consoles, weapons, boff, doff.

There is virtually no budget limit, but of course the less the better xD

There maybe times when you have to face fighting without shields so my tip invest in some armour consoles to give you a higher survival chance.
