I'm seeing a lot of "what of computer crash/bad connection" nonsense in here. First and foremost, I've seen some of the potatoes people run STO on and since this is a 7 year old game if your computer barely handles STO then tough.
Bad connection: it happens. Go back in and replay the missions needed to unlock the high levels.
Cryptic really did the playerbase a disservice by reneging on the hard fail conditions. However I agree that a team can fail a player, and a bad player can fail a team. This is the major flaw with the OPs idea, which is why any improvement needs an individual punitive system in place. Lose a level, lose a ship, permanent death, etc.
It's not about the low-end PC's, it's about the coding. The minimal requirements aren't reflecting the quite-reality and the information stream isn't always optimal, to say so.
Issues still occur even on high to top-end PCs. So it's again just trolling and attempted "isolationist elitism" manifesting. It's not about punitive, it's about learning the content and getting some rewards while doing so. It's about stimulating people to play, work in a team and (re)learn the game as it should be.

Another thing here is, a lot of the drivers for the hardware in your computer are never updated. Windows does not update anything other than Windows.
If you get nothing else from here. Get the Driver Booster. It will update your USB, Ethernet, WiFi drivers and such. For lower end computers. The Gaming Mode program they have helps. But I think they made that a part of Advanced System Care.
Another way to go for this is Avast. It's an antivirus program. But, it has a silent/gaming mode. Which will automatically detect games and white list them, so not to interfere. It also does the same driver update scan I mentioned from iobit.
Another thing to look at here, is the internet connection itself. If you do wireless for the most part. Remember, it is recommended that you have at least a 2mb(or was it 2gb?) connection for each wireless device in your house. So if you're running a TV, a Computer and a Phone on a wireless network. You need at least 6mb worth of wireless network.
Some of this is on Cryptic, these things happen. But the ones that you can blame on Cryptic, are outside of Cryptic's control. Remember they rent their servers from Congent. And Congent isn't the best company around for servers.
