Anyone else's getting this

My load in screen is really lagging i put my password in and its been sitting there connecting to account servers for 15min now it has a red bar above the connecting to account servers that says The website is experiencing technical difficulties. Normal game play is not affected. If normal game play isnt affected should i not be able to have logged in by now?

There can be various reasons for that.

Account-servers can be under heavy load and even offline sometimes, most notably during the first week of huge updates like new season or expansion.

Your Internet-provider might have trouble and you are going to feel it - check if there are distortions in your area (there're a few webservices to help you track that down, google helps)

Your computer might be downloading updates in the background or you are on youtube or something while playing. That can slow things down too, leading to time-outs on the account-server.
Check your Windows-update or something, just in case.
