What to Elite Dranuur Torpdeos do?

Elite Dranuur Torpdeos seem to cost a lot, are ultra rare and well look to do nothing over basic torpedoes. What am I missing? What is the point of them?

    Yeah I was looking at those today and can’t work out what is so special. Do they look different? Or gave a different cool down?
    The holding vendor UI gives no clue as to their nature.

    probably a dmg boost vs. Tzenkethi...or they grow a plant in space where they detonate

    They seem to be missing a mod. Shouldn't they have 4 mods at Ultra?

    Sometimes if they have a special proc you will lose a mod.
