Shuttle worker bee healers

I just saw shuttles that heal shield damage in the exchange can any level player use them?if so how do they work?am a returning player trying to keep up with the changes.thanks in advance.

If it was Shield Repair Units you saw, they should be usable only on Carriers. Aside from two Orion carriers in the C-Sore, those usually start to become available at Lv 40.
