Weekend Event Store

Is the weekend event store only accessible during an event or can it be accessed anytime with an event voucher?

    It's accessible at any time from any character - through Character dialog (shortcut U - i think), then Reputation Tab (somewhere on top of the dialog), then Events Tab (on left side), then look for a "Store", and find that Weekend event store.
