Ok, I managed ti save up enough to get one of these, and as a ship I really love it !
Seems to have some good dps potential, but is also able to turn fairly quickly and doesn't require a galaxy or 2 to do so.
I do have a couple of questions about it though.....
1. Should I be using any Intel or Command boff powers ? I have never used them before and am not even sure where to get such boffs ? Or powers ? Looks like I am not going to be able to use all 3 of my SRO boffs, so might need to look for a boost in other areas.
2. I have some sort of new box appeared with some other powers in it. Collect Intel or something ? Apparently it builds for 15 seconds and then allows me to use some other skills to exploit a vulnerability. I really have zero idea how to use it ? Haha. I click on the intel one first and it ticks down 5 seconds and then nothing.... Since I need to build it to 15 stacks before the other powers are available, so I decided to keep on clicking on it after the 5 second cooldown. But still nothing ever seems to happen. And in any case, the time it appears it might need to take any target would likely be dead long before I build enough stacks :-(

As for your question, the ship itself has no Command stations, so the choice is easy to make between Intel and Command Boff for it. Any Boff can be trained in a specialization, you just need the corresponding "qualification" token, which can either be crafted by yourself if you have enough points slotted in the spec or on the exchange for a couple of hundreds of thousands EC. A few endgame missions also give a free token of a spec the first time you complete them. The powers themselves are found in majority at the Boff training NPCs in ESD, Delta Command, Qo'noS, and New Romulus/Romulan Flotilla (not sure which one) to purchase, though their tier III versions need to be crafted or bought at the exchange.
You can choose any, or none intel power for the Vengeance, depending on your play style. For example, Intelligence Team is the equivalent of a temporary battle cloak that can not only cloak you but also any targetable ally, including a few space stations like DS9 in the Counterpoint queue. There are other abilities like teleporting away to a beacon, cancelling all mine and torpedo target locks on you, beaming a torpedo into an enemy ship, etc.
For the Gather Intel abilities, you need to press the first button and wait for the drone to gather intel on the targeted foe. Once it has enough, the 3 other buttons can be clicked. You choose the one you want depending on the situation and what debuff you want on the target (holding the cursor on each button tells you what it does).
So I was using the Collect intel power as it should be use, it seems ?
Problem being that I have never seen any of the other powers light up :-( Everything is dead long before that happens. Is it pretty much a useless power to have ?
And you say I cxan go back to the target at a later date ? So in essence, select a target, let it build stacks whilst I change to another target, then come back to it later and have the stacks built up ?
That sounds kinda cool if it works like that !
Also I just trained Kevin The Pirate in Intel skills. Surgical strikes appears to be the only useful ability to use ? I'm not keen on OSS as it knocks something offline for 5 seconds after and since my weapons power and Aux are over 100 anyway, I don't see the benefit I would get from a simple sheild and engine boost ?
