Nothing in STO has ever been (intentionally) "super OP" and the last season with its "balance pass" made very clear Cryptic is committed to everything being equally good.
Now, whether something will turn out OP by accident, is of course impossible to guess.

The Shenzou doesn't look too bad, but Discovery is hideous.
I've heard far more agree with your sentiments that Discovery is Hideous. I'd also agree. I think Shenzou and several other ships in Discovery look far better, but who ever designed Discovery should have never submitted that design.
