Is test server available?

I want to check out the advancement requirements for the new fleet holding. I went to the test server signup page but it immediately bumped me to the copy character page. I went ahead and scheduled one - that was four hours ago. But the server drop down still doesn't appear on the launcher. What am I missing? Thx!

EDIT: Nevermind. I guess the server heard me. Just showed up.​​
