I like that you respect other people, and ask for an option to turn these effects off, and not to just have them flat-out killed.
Actually, I think they recenty already cut down a bit on the FX, for when multiple of the same effects were active on the map. I think the lag you're witnessing is not from your video card, though, but on Cryptic's end, where its server is having trouble calculating the combination of all the effects. But I could be wrong.
I have a high end rig, I like all the particle effects, but it can make things tough.. especially when flying smaller ships. If you're flying something like a Scimitar, Vengeance, Odyssey, or even as big as an Arbiter.. it's usually fine. When I fly smaller ships like my Icarus Pilot Escort, it just disappears in the sea of particle effects. I often times cannot even see my ship in behind all the effects.
For those with lower end PC's, it would help them as well. There are plenty of situations where players might want to turn this off. Again, like said above, I support it as an option, not having the effects actually removed from the game.

If you mean like Tac Fleet etc, when someone else activates their Tac Fleet the activation FX goes over your ship too.
