Why is my mission not publishing?

Okay guys, I haven't published a mission in years and now the Foundry is kinda different. When I wrap up editing I hit Save & Publish. The buttons at the top right change to CANCEL and WITHDRAW and if you hover over CANCEL it shows you the percentage that the publishing is done. Well, I wait until I think it finishes and now the options are SAVE & PUBLISH or WITHDRAW. Didn't I just save and publish?
So I exit the editor via the menu at the top left and change to my normal character I log in, go to the Foundry tab, go to review, then search for my mission title, but nothing! Been trying for two days. What am I doing wrong? Thanks.

Sometimes you'll get an in game mail when the mission is published. I haven't published anything recently, last time I did thoug, it took awhile, so it could just be the server being slow.
