I've always considered it somewhat of an excuse (and not a justification) to not design an unique interior (or at least give access to full standard faction interiors combined with the unique bridge) just because it takes a lot of time.
If it's true that they get most of their money from these ships (which I still doubt given how many more people seem to fly C-store ships) then surely they should put in some effort in finishing the designs.
Otherwise it only further adds to the view many seem to maintain: that it's just a cash grab. Designed to take as much money from the players as possible, without even bothering to actually finish the ship. And that last part is directed at whoever decides that such interiors cannot be made, not at the devs designing them as I'm sure they are also limited in what they can do in the time they get and the deadlines they have to work with. It's probably not their fault, but the fault at whoever takes those decisions.
They did a lone again R&D Promotion Pack for the T6 Constitution after being in an R&D Infinity Promotion because they wanted to cash in on the 'on his own time' visual upgrade to the Constitution. Might as well milk every last penny out of a 'no cost' update.
And the Amarie stuffed in an R&D Promotion was kind of a bust as well.
Well, unlike the So'na Dreadnought, the Amarie at least had a good trait and a nice Heavy Weapon as additional attractions.
And a full interior which is kinda cool as well. Too bad, they already made Sona rooms and corridors for the latest episode and could have easily implemented those on the new promo ship too.
The same is true for the liberated Borg ships. There's that episode with Hakeev brainwashing the player character. It may not be a full interior with Doffs, terminals and different decks but at least it's bigger than just the small room that most special ships get.
I've never owned a Tholian ship besides the Mesh Weaver but I imagine that those also only have access to one room. Which also seems hard to justify as it is hard to justify in general that the most expensive ships have the least customisation options etc. and the fact that there is a Tholian interior available.
And there are probably more examples of maps having been designed, but never coupled to the playable ships.
I find it sad that all these expensive ships get so few options (most of the recent lockbox/lobi ships only have one template for example, and they don't even get option anymore to apply different colours to different parts of the ship) just because it takes too much time. Especially since they're quite happy to take our money at 6-7 times the rates for a C-store ship at the same time.
Just one more reason why I've decided to stop spending any money on Zen to buy keys.

You're assuming that Druk is listing things for insane and unreasonable prices. If that were true, then Druk would have a page full of items that are going to sit on the exchange forever. Druk's items aren't just sitting there though are they? No.. they're selling. They're selling because people are buying them at that price.

Normally, these types of items involve some sort of time-gate or grind component that prohibit mass-production without some form of existing infrastructure, but T6 Connies do not - large quantities can be produced in a very short period of time simply by clicking on endless stacks of promo packs.
Bottom line is if these ships were to actually cost significantly less than 1.5 billion to produce, a good number of folks would immediately mass-produce them and the market price would again drop below the cost of production.
Seems silly to say a price is "insane and unreasonable" when the average cost of production is significantly higher. Seems more like emotionalism or fear of large numbers.

Anybody with enough EC to buy a ship of any value HAS to know their way around the exchange or they wouldn't have that much EC in the first place. With the recent cap relaxation there are very very few (if any) boats that are over the exchange limit, at which point if you're getting a 1.5bn+ ship you should know the value of these items anyways.
