This is my build so far. The only difference is the items are all basic Mark XII rare instead of Mark XIV epic for the most part.

Has anyone done a build like this. It feels a bit weak DPS wise. This might be my items not being maxed out yet. Or do control based designs always lack DPS? It's got a decent tank and can go between taunt and hide mode pretty nicely. It can cloak to get things a cloak ship can do if you are smart about it. And it turns and moves pretty fast. It will also hopefully run the tour of the galaxy completely when the engine is upgraded for extra money earning power. It has utility.

It has no weapons bonuses besides likely from inspirational leader. They are basically just cheap proc machines and help hit stuff to taunt or whatnot. I think only 2 or 3 weapons apply carrier powers to drain subsystems. But they are usable at a minimal level if desired.

I'm not sure how much I can change as much of it is necessity but what could be improved? what tips are there for this type of build?

Also, would it be better to use the prolonged phaser beam array or the advanced temporal set beam array? I have the temporal console because I was going to use the temporal set. So, I would get the 2x set bonus.
