Can you provide a little information on what you're looking for?

You looking for a build using beams? cannons?

What do you have access to resource wise? Are you still in a fleet? do you have access to fleet gear?

Are you looking for a budget build? Mid range? or high end stuff?

I'll start this by being totally honest.. I suck with Cannons.

Honestly.. I'm terrible.. I'm so bad that I finally decided to give up on them completely. I can give you the advice that I know works though and hopefully that will help.

If you're just coming back then more then likely before you left you were using Embassy Plasma Consoles in your Science console slots. Those have been 'balanced' Cryptic Style.. which means they made them completely worthless. Science Console slots in DPS builds are used for Universal Consoles. You want to put anything there that gives a boost to overall damage, critical hit chance, or critical damage.

Tactical console slots are used for Fleet Locater consoles that boost the damage type you're using. Unless you have something you really need and can't fit anywhere else, try and use all your tactical console slots on Fleet Locater consoles.

The Plasmonic Leech console was nerfed but it's still useful enough to be a staple on most builds. If you have it, keep it.

Bridge Officers, try and have 2 copies of your Scatter Volley and 2 attack patterns to keep them at global. Use remaining slots for Tac Team, Kemocite, and your Torp Spred. Engineering probably best used for Emergency Powers, probably weapons and either shields for toughness or power to engines for defense from speed.

I'm sure someone has more specific advice, if you tell us what energy type you use (Phaser, AntiProton, etc) we can advise on specific consoles.

1.) Do you have access to the T5 Armitage and/or T3 Thunderchild?

2.) What do you mean by "cheap"? What reputations do you have access to/are you looking to use Reputation gear at this point?

The Armitage and Thunderchild both come with point defense consoles that synergize with photons and phasers and can put out a lot of hurt if you're built towards them(just beware of the lag spikes if you use something like Kemocite with them). The Counter-Command/Undine reputation console/weapon-set compliments both of these weapon types if you're looking to go in that direction. (You could also opt for a Gravitic torp from the Dyson rep or Terran torp from the Terran rep instead of the Bio-torp if you wanted.)

If you don't have the Armitage(or even if you do), I would probably recommend a phaser/quantum setup with the Quantum Phase weapon-set from the "Sunrise" mission. You can also run the Quantum Phase shield-set from the "Stormbound" mission to 'get-up-to-speed'. Quantum Phase Torpedo Spreads are incredibly effective at stripping shields and performing deathblows right now. The full shield-set gives you access to a clicky power that is something of a cross between Omega Amplification and Plasmonic Leech. However, the current meta is usually to run Romulan engines with either the Quantum Phase or Iconian Rep Deflector/Shields. Beyond that, grab an [AMP] warpcore of your choosing(I'm personally a sucker for upgraded Kobali cores, but most people tend to stand by Fleet Cores).

It's up to you whether you want to run Attack Pattern Beta and Polarize Hull, or an Attack Pattern Omega for tractor beam(repulsor) nullification. You'll probably want one or the other if you go anywhere near the badlands, though. As an escort, you need to protect your hull; Even the destroyer-like HEC hulls can feel like glass at times with how much direct hull damage is flying around these days.
