Roulau ability change?

Trying to make a Sci build (My first) and after watching a few Youtube videos, they all recommend me to get a Duty officer called Roulau where emergency power to Aux gives +25% Exotic damage.

I searched the Exchange for him and when I found him he had a totally different skill/ability? Was he changed? and if so, who now (if anyone) gives the 25% bonus exotic damage?

Try searching under the Engineering doffs - Technician. Set your quality to very rare, and you should be able to find something, although not necessarily using the name that you mentioned. BTW, it's a 10% chance for +25% bonus exotic damage.
