Do you have to be level 60 to get the endeavor system/mission to complete every other day

I can't find mentioned specifically, what level your character has to be in order to have the new endeavor system/mission/challenge available for your character to complete. I just tried levels 50, 51, 52, and 54 and none of them have the endeavour challenge? Be great to know if this is only level 60.

    It is level 60. I have it on all my lvl 60s and they're not on any of my below-60s.
    Now a LTS and loving it.
    Just because you spend money on this game, it does not entitle you to be a jerk if things don't go your way.
    I have come to the conclusion that I have a memory like Etch-A-Sketch. I shake my head and forget everything. :D
