There probably isn't anywhere that it will officially say, seeing as there is no fixed structure and each fleet chooses its own way of measuring such things.
Best bet is to Mail one of the leaders of your fleet and ask them to give the detail.
That is purely decided by the fleet leadership. The Fleet Leader(s) [rank 7 permissions] Determine at which level a person has the authority to give out promotions (and demotions). Members at that level of permissions, or higher, can then promote you.
This is not an implented function in the game but is decided by your fleet leaders. There are a lot of fleets out there who made an 'unofficial' rule that you have to donate an x amount of items to the fleet before you get acces to their fleet holdings. Contact your fleet leaders about it if you need something from the holdings. by the way there are also a lot of fleets outthere who dont use these kind of r ules. the more large establish fleets have so many provisions in stock that t hey dont really demanding fees from their members.
Most fleets with specific promotion requirements will publish promotion requirements in the Fleet Info tab. Also, if you check the settings tab and look at each ranks permissions, it will show you what rank(s) someone has to be to be able to promote you.
So, if you find the promotion requirements listed and you have met them, then email the Fleet leader and ask for promotion as someone else already suggested, or just catch someone online that is capable of promoting you and ask them.
If the requirements aren't listed, email the fleet leader anyway, it never hurts to ask.
The key thing is, promotions aren't automatic, they have to be done manually by someone with the permissions to do so and, especially in fleets with a lot of members, it can take a long time for someone to search through the fleet roster looking for members who qualify for promotion but haven't been promoted yet and even when they take the time it's easy to miss someone.
I've had Fleets where I have met the requirements long past and never got promoted but as soon as I contacted the fleet leader got promoted the next time they logged on, had another that I actually caught the fleet leader on line and asked and he not only promoted me on the spot, he promoted me 2 levels past where I actually "qualified" for at the time.
Just be nice and polite when emailing/asking and you should be fine.
If you get no response at all, or they refuse to tell you what the promotion criteria is, then it's time to find a different fleet. If that is the case then I recommend the one listed in my signature. No contribution requirements, just a mandatory, and relatively short, probationary period and you are given full access to everything, which includes max Fleet facilities, both Fed and Klink. BTW, I first joined there after having a Fed toon in a Fleet like I described in this paragraph, was there almost six months, had over 300K in contributions, never promoted, no response to emails to leadership and then the day I finally caught the fleet leader online and PM'd him about it he put me on ignore. I promptly left that Fleet, found this one in the Forums, joined up and have nothing but great things to say about them.
AND... don't assume the fleet leads know you have contributed enough. Give them a heads up before you start getting upset you are not getting promoted. They probably don't check such things often; unless you just shoot to the top of the contributors list.
