Did they take temporal agent off, I started a new toon for the temporal agent and did it from the beginning and once that story ended my toon was just a regular character instead of earning temporal agents earnings and levels.

Unfortunately, the Temporal Recruitment Event has ended. It ran from February 14 to April 4, 2017 for the console. If your AOY character did not complete the tutorial by April 4th in the morning at 10am PST (when the game goes down for maintenance), then you have missed the window of opportunity to have a Temporal Recruit.
