Duty Officer Leveling System

Can we have a Duty Officer Leveling System?
Ideas:
1a - doffs receive XP for doing certain assignments and level up to epic with bigger amounts of XP needed for every rarity increase.
1b - doffs receive XP for doing certain assignments and level up to epic with a chance of rarity increase every level up.

2a - doffs can be upgraded through R&D with training manuals that function like gear upgrades.
2b - doffs can be upgraded through R&D with training manuals that are specific to the rarity of doff.

1* Slots would be similar to gear crafting but separate.
2* Make it take like 1 hour, 4 hours, 20 hours, 44 hours and 92 hours respectively to train them from one rarity to the next. Also make upgrading doffs cost EC for a much needed EC-sink. The dilithium is already spent on the upgrades themselves. Could probably use the r&d slots for the actual upgrading.
2b* E.g. basic to train from Common to Uncommon, Improved for rare, expert for very rare, superior for ultra rare and experimental for epic. (We could give them different names. For example a basic course, intermediate course, expert course, (tactical / science / engineering) degree and masters degree.)

    While it sounds good in theory, implementing such a system would totally destroy Doff trading on the exchange, make the (minor but present) dilithium sink of trading doffs for higher level Doffs useless and make it even harder for Fleets to complete projects requiring Doffs ( why donate a white Doff to the fleet when you can just upgrade it).

    Granted your idea adds a new Dil sink to replace the one that would never get used anymore, and you even came up with a new EC sink in the bargain.

    However the biggest problem that I see is that Doffs would have to be totally redesigned. The Doff system currently has a "fixed" number of available white Doffs, each with a specific name and abilities, same for greens blues, purples etc. The Doff named "Joe Shmo" is a White Doff, Fed, technician with a fixed percentage of bridge officer cooldown reduction. There are no green, blue, purple or gold Doffs named "Joe Shmo" and never will be as "Joe Shmo" is coded as a white, fed technician with a fixed percentage of bridge officer cooldown reduction. Unlike Boffs that are hard coded as a "common, fed, female engineer, with X traits", but have no fixed name looks or skills, so you can give them (almost) any name you want, make them look (almost) however you want and train them in all skills matching their class, and even train them in one or more specializations, Doffs are totally hard coded. They were never designed to be changeable in any way shape or form.

    Basically it would require creating an entire new Doffing system to totally replace the current one. I would much rather they worked on new content than do a total overhaul of old content that works just fine as is.
