I've also managed to find Mokbara and the Argument. I think someone said they arrive on odd :30 min mark. E.G. 1:30, 3:30, etc.
If I see the bonfire party lit I'll camp at the arch till the Mokbara crew spawns at the next :30. Only thing you need to beware of is they're only there for like ten secs, so camp in the middle of the spot where they spawn at. Best I can tell you is the place where you don't sink halfway through the arch when you walk on it. It's solid rock.
If you see the fireworks go off, then the Argument will occur at the next :30. I've had that happen at least twice.
Now a LTS and loving it.

Besides the night (Gimme the Night) I also want rain on Risa. "Rain on Risa? They haven't installed the weather systems yet". Remember Kal Dano? When you look at the sky there are clouds. It is more or less a hazy overcast. It looks like as some bad weather is coming in. Further, the planet seems very green to me. It rains a lot on Risa. Or do those plants not need any water?

To consolidate this:
- Pavyl will immediately beam to his hiding location after taking up the "mission", and immediately beam back, there are no time restrictions whatsoever.
- The fireworks will appear at the top of the hour every other hour. If it's odd or even depends on your time zone. Odd examples: Pacific, Greenwich, even examples Eastern, Central European.
- Both the Mokbara and the Wor.. klingon-trill argument are 30 minutes later, so odd:30 or even:30, with odd and even being the same as above. Both are only there for a couple of seconds, which may cause problems with the Mokbara since you have to interact and can be blocked out by other players also interacting a tad sooner. (There's enough time for two, but not three, I think)
- The nightly dance on the beach ("Unauthorized Beach Party" accolade) is no longer part of "Master Relaxer"

As for the excessive brightness on Risa, I don't really see it, but I have Lighting 2.0 turned off and "Bloom intensity" set to 20%. My current settings are:
Lighting 2.0: Off
Bloom quality: On
Bloom intensity: 20%
The last time we had excessive brightness on Risa (two years ago), it was a problem with bloom.
My guess is that whatever issues people are seeing now are related to bloom or the overall change in color that comes with Lighting 2.0's HDR rendering.
EDIT: I should clarify that I do see one issue with excessive brightness on Risa, but that has to do with reflections. If you turn off Lighting 2.0 and set "Reflection quality" to "High", then the water reflections outshine the visual effects of powerboards (the glowing trails left behind the board and the glowing rings when you jump). There seems to be a general problem with reflections when Lighting 2.0 is turned off. You can also see it on the hulls of ships, particularly Intel ships and Andorian escorts.

(This is actually the same bug as the one above. I had initially misdiagnosed the issue, but it's a problem with reflections, not bloom.)
I don't like sticking around Risa much more since it's day all the time. I just do my ship token thing and either leave the planet or log off. I don't even bother farming the LOLnuts since the outfits are per toon and categorized out the wazoo where you can hardly use them off Risa.

I know there has been threads on this but I feel voicing out to the dev's when I say it is very important that Risa gets its evening cycle back. Think about it, Risa would be a dead planet without a night cycle. So to make it happen make a 3rd map that it is strictly night so players have an option. Personally I enjoy the nights on Risa compared to the daylight hours so make it happen dev's I know you can find a solution and power board racing in the eve could be cool with lighting along the race course as an example. Lively it up or I can see Risa be a dead vacation destination where no one cares for the events.

They should just roll back the lighting system and go back to the drawing board. This implementation of new lighting is just so sloppy its not even funny.

We could hypothetically have multiple copies of a map with different lighting on each, but that's a bunch of file bloat, and would require you to load between maps, not just instances.

Question: would it be possible to get the Risa resort map in the Foundry? Then, players could publish Risa map variants (ex. "RP Risa night, RP Risa morning, ect.) using existing backdrop options.
As a note for players: authors can include non-combat activities on these maps to help compensate for the lack of official summer activities (I've been thinking about a full on Poirot style mystery). It's not a perfect replacement but that's not feasible. So, look into compromises. And once the top 3 system comes back online, players could even find these maps at the Risa System in the sector block.

About Mok'Bara Denied, if I am not mistaken, if you show up at the 30 minute mark on an hour that does NOT have the Hor'ghan hunt, you will find them there. That's when I found them and I can confirm approximately 15 seconds and they are gone. Short workout for a warrior race.

The events are on a 90 minute timer, the Mokbara/Klingtrill argument appearances on a 120 minute timer, so it changes. I had a similar impression at first, which probably stems from more or less fixed playing times for me.
It's half past odd hours (1:30; 3:30; 5:30; ...) for Cryptic's Pacific time, same for UTC/Greenwich Time, and half past even hours for Eastern (America) or Central European. Others accordingly. Of course if you're living in a place like Newfoundland, Nepal or North Korea with non whole hour differences to other time zones, it will be on the full hour or quarter past or what have you, please find out yourself
