Problem Starting Breen Invasion Missions

Hello, I am having a problem starting the Breen Invasion Missions. I am Vice Admiral 54 and I am a Xbox 1 player. Any ideas?

    Did you do the missions in the Yesterday's War story arc?

    The 1st mission in that arc starts after Klingon War for the Federation. It is a level 20 mission. I think you need to complete up to the Vorgon Conclusion mission to unlock the Breen Invasion.
