Question about "over" proc for beam weapons

As far as game mechanics are concerned, is the "over" proc for beam weapons considered the same as a "beam overload" ... at least as far as traits and doffs that are triggered by beam overload?

I'm just trying to understand if "over" and "beam overload" are essentially the same or if they work differently.

I'd consider using these weapons if they trigger traits that use beam overload because it means I don't actually need to use a BOff slot for beam overload.

They trigger at least some Traits and DOffs. Pretty much anything that doesn't require Beam Overload as a BOff activation will likely work. Overwhelming Force (Mat'ha or cross-faction trait box) does fire off its waves on [over] procs, but Coordinated Assault (T6 Escort Carriers) will not have your pets fire off a beam overload on [over] procs.
