One ship should not have Pilot maneuvers, Raider benefits (flanking, universal Boff lay-out, weapon lay-out), 5 Science consoles and 5 tactical consoles and the maneuverability of an escort/raider.
Why, after you have finally begun to address some of the imbalances in the game, are you releasing a ship that has way too many benefits? It has the (partial) advantages of at least three different ship classes: (Pilot) escort, raider, Science vessel (looking at the console lay out).

Like... my favorite ship...
The Kelvin Timeline D4x Pilot Bird-of-Prey, which got most of those things you listed for the Miradorn aswell(except not as much sci consoles, but instead got a bit more engi consoles), plus it also got Battle Cloak (not just regular cloak).
And flying this ship, I know its strong in some areas, but not in others. And I don't see the Miradorn being any diffrent.

About the pilot maneuvers, a specialty ship feature, I agree, there seems to be no regard for ship balance or even any pattern anymore.
Former promo ships like the Annorax, Sheshar, Jem'Hadar Recon/Strike ship do not have specialty ship status (commander specializations) nor built-in ship spec abilities, not even basic cloak, while the most recent promo ships are given OP status as an entirely new class of ship as a full cruiser with full carrier hangar bay with frigates with full specialty ship treatment up to built-in cloaks and battle cloaks.
The Dauntless only has Lt Intel, a ship released in a bundle alongside the Scryer. Now we get LtC Intel event/phoenix box science ships. Being canon seems to not matter, as the D4x etc., are full specialty ships.
There wasn't even a plan to add heavy weapon slots on any upgradable T5 escorts. You won't find evidence of this as the original blog will probably be altered if it hasn't already to include T5-U. I felt like the only person still around to notice that and complain. Everyone else it seems was prepared to throw their wallets at the screen whenever a business tells them to, and you can be sure the business world takes notice and sells products designed to fail (planned obsolescence) while the sheep march themselves off the cliff one by one.
This last point is by no means a complaint against PWE/Cryptic, they've been 'nice' (fair) in the end, carried through with selling their upgrade modules to make previously-end game T5 ships comparable to T6 counterparts, but to this consumer culture indoctrinated to obey and to the point outright exploitation becomes legal.

Either way, I agree, the last promo ships were also part of the problem. It seems that clear divisions of ships and their benefits are no longer existent; the newer ships for some reason must have benefits from multiple ship classes as if a pure Escort or Raider (or indeed a cruiser or dreadnought/carrier) aren't powerful enough.
It only has 4 Science Consoles. The reason the patchnotes mentioned it getting another Sci console was because it was missing one.
As of it's launch the other day, it only had 10 consoles, 2 eng / 3 sci / 5 tac. That change simply takes it up to the 4 sci consoles it was supposed to have.
