R&D Reputation & other Specialized item

I was wondering if it would be possible to add specialized items and Reputation type gear into the R&D system.
For example, craft an Omni-directional Radiant Antiproton Beam Array (like the type that is from the Iconian Rep) or a Wide-Arc Dual Heavy Bio-moleacular Phaser Cannons (that are from the Counter-command Rep)
With that as well, it would be cool to craft phased items, corrosive and others.
Too make it unique and make it so not everyone can just do it. Make it so that you have to have that R&D School at 18 or 20; have the right amount of ultra, very rare items and a good amount of Dil. and/or have it be account bound and/or you could also really limit it to Veteran players if need be.
Has anybody else thought of this? What do you think?
