I was very hyped when the new T6 Tal Shiar Ships came online and i still am.
But because these T5 versions of the Ships are 4 years old Legacy of Romulus (May 2013)
since then very much has changed ...
2 Piece Set Bonus: Tal Shiar Augmented Repair Systems > > Regenerates 2.5% of your Hull every 60 seconds. > > +10% to all Shield Healing
3 Piece Set Bonus: Multi-Spectral Particle Generator
Your Exotic Particle, Charge Particle, and Tachyon Beam abilities deal 331 Shield Penetrating Radiation Damage every second for 15 secs.
This enhancement does not apply to
- Feedback Pulse
- Eject Warp Plasma.
This Radiation damage is not increased by abilities and items that normally increase damage. 2 Piece Set Bonus:Tal Shiar Augmented Repair Systems
- gets easily out-performed by many other kinds of equipment ...
Console - Science - Nanite-Reinforced Circuitry
Mark XII - Purple - Regenerates 24 % of your Hull every 60 seconds. (out of combat)
Mark XII - Purple - Regenerates 12 % of your Hull every 60 seconds. (in combat)
Mark II - Purple - Regenerates 14 % of your Hull every 60 seconds. (out of combat)
Mark II - Purple - Regenerates 7 % of your Hull every 60 seconds. (in combat)
Duty Officer
Agent Naruhl - on each shot: Heal 0.2% of your hull ( triggers multible times per second )
Warfare Specialist - Space = Ultra Rare - Nakuhl --> 10% of outgoing Damage applied as Hull healing
Reputaion Trait - Iconian
Energy Refrequencer - Receive 2.5% of your outgoing damage as a Hull heal to you
3 Piece Set Bonus:Multi-Spectral Particle Generator
Just get yourself a Secondary Deflector it does the same with much more abilities
and you can choose if you want a "Damage over Time" effect or a big bang after 4 seconds.
What do you think ?

Actually a battlecloak would be a great idea as a three piece bonus. Lots of sets do that, and they are Tal'shiar after all.
I agree though that something should be done to bring the set into current standard a bit.

I'm seeing a problem with your analysis. Mainly the part where you're pointing out other forms of equipment as indicative of a weakness in a set bonus. Duty officers, consoles, reputation traits, and secondary deflectors (which you can't equip on either Tal Shiar ship) are things you can move and switch out. Because they're things you can modify with a large variety of choices (some choices are better than others, but that's best left for other threads), those choices tend to be a lot more powerful because of the variety of options there are, in order to make lateral decisions rather than progressive decisions.
It'd probably be more fair to compare the Tal Shiar Adapted Borg Technology set to other similar sets. Because you aren't sacrificing a duty officer slot, a console slot, a reputation trait, etc. in order to get that set bonus. You can have that set bonus AND include all of the things you already mentioned. Which is an intentional design decision.
Yes I agree, the set sucks, you can easily build a better set yourself with fleet equipment or just dump iconian on it. Seems like a money grab to me. I have the the T5 borg adapted destryer, i love it but i dont use the core any more. I am not falling for their trick again to buy the T6 like they did with the Scimitar.
Resolved an issue where the Multi-Spectral Particle Generator was not applying damage buffs properly.
The Multi-Spectral Particle Generator set bonus is now treated as exotic damage.
It should work with more powers and items. It now gets boosted by +exotic bonuses, just like Deteriorating Secondary Deflectors.
Multi-Spectral gives you the benefit of a Deteriorating Secondary Deflector on a Destroyer or Battlecruiser. That makes several science powers more potent on a tactical oriented starship. Seems alright to me.

Maybe i have problems because i lost something in the translation ... But i can equip all of these things i mentioned.
Or ... did you mean the kind of equipment the set parts are ?
A duty officer does not replace a warpcore or a uni console + uni console

By the way i did not mentioned that the Tal Shiar adapted warpcore gets the unattractive EAS modifier when upgraded
EAS gives a 1% chance when hit with energy weapons to grant + 10 Auxiliary Power
Which i did not get to trigger no matter how many weapon fire hits me
What sets/set bonuses are you comparing it to?
While it'll lock out the 4-piece bonus some ship gear sets offer, its mostly a console set.

can not be compared to another Set,
you have to look on basic equipment to find something similar

a Basic Science Console --> Nanite Reinforced Circuitry Common Mark 1 - "white" Console in Combat ........+5.0 % Hull Regeneration every 60 seconds out of Combat +10.0 % Hull Regeneration every 60 seconds
the other Part of the two piece part: +10% to all Shield Healing
+10% Healing can be converted into another stat -->"+20 Shield Emitter"
This stat and value we find on the Console
- Emitter Array Mk VII - purple - 20.6
- Emitter Array Mk VIII - blue - 20.6
- Emitter Array Mk IX - green - 20.6
- Emitter Array Mk X - white - 20.6
....
....

... sometimes just one but most of the time we find the number +26.2 something

i would say the 2.5% Hull Regeneration
could be at least upgraded to 5.0 % Hull Regeneration
or even higher ... like

... but that would probably be to much
If EAS isn't working, that's a bug, not a strike against the desirability of the gear.

My opinion is "Wait until the 25th, so the changes to Multi-Spectral Particle Generator that are currently on Tribble become available for general use."
The Secondary Deflector and MSPG both scale with [EPG], so if your [EPG] is low, your MSPG damage is going to be terrible. On Holodeck, my MSPG damage is 550/sec for 15 seconds (considerably higher than your amount listed). This number should nearly double once the changes go live.
