why is it that we cannot "buy" the Zen ships in the requisition area?

i am just curious, we can test the fleet ships, and lobi/lockbox ships to our hearts desire, but the Zen store ships are locked out for us. why is that?

i too have noticed that about the zen ships, like i have them on holodeck for my main but my others others are like lvl 20 so cant get them, i thought i would be able to on tribble, but alas, i have only a couple ships to pick from, where do you find the lockbox/lobi ships?

i don't believe i need to tell you where the Lobi ships come from, lockbox ships you simply transfer a character with a few keys over, do it several times for infinite keys, same with Lobi crystals.

i figured i would have to transfer a fair few keys over i was just hoping that there was something like to console to get the ships, are the lockboxes like the phoenix prize packs and give you the ultra or whatever the top tier is or in this case a ship, or is it still random?

honestly could not tell you, never played around with it much, too time consuming for me.
