Ever since the lighting was enhanced, Risa has not been the same. for example, the planet is locked in a constant evening state. The pleasure planet used to cycle through day and night, creating a beautiful atmosphere. Now, with only dim evening light, torches on Risa are never lit, the fireworks do not stand out as they once did, and night/day activities do not work. Also, power boards on Risa now appear to be under the water, sinking into the sand occasionally. In my opinion, the new lighting Ruined Risa as you cannot see the lights on the trees, dance at the bonfire, or find pavyl at night.
In conclusion, the old Risa was better and I hope they fix these things before the summer event.

For bugs, I'd add the inability to sit in beach/lounge chairs to the list, as well as buggy Risa bird animations. Those have been reported in-game and via reddit in detail, since I'm mobile right now I can't really link it though.

At least new one time used and then never seen again mission maps looks rad now compared to always gone back to maps like Risa, Ship interiors/trophy rooms, fleet bases and so on. >:(
I can life with the removal of the day and night cycle on Risa, but the map screams for such a feature. Overal I am not happy with Lightning 2.0. Rarely it looks better, in most cases it is a mater of taste which lightning looks better and in some cases it causes problems. There are/were some maps I had to go back to lightning 1.0. If this changed is rolled back, I would not spend a tear. It also seems to me Lichtning 2.0 is made to port the game to consoles. The console game is for a pc player a totally separate game. If someone says I play STO on console, it is almost the same as if he plays whatever game be it on PC or on console. We PC players did fund the console game. Yet, it seems it brings more disadvantages, than advantages to us.
Aside from my rant above I do think, in general, L2.0 is a good idea. Sadly like so often with Cryptic one that had been fired immediately and pronounced as "ready" regardless of the stuff it breaks which just gets declared as new working as intended (or gets removed). It just was released about a year to soon; a year that should have been spend on redoing the maps with the new system and maybe even think of a proper solution for the day/night cycle.

It's impossible. Tacofangs has the details and told us on Reddit a few days/weeks ago. The "old" lighting system is gone, even disabling L 2.0 in the options does not revert your game, you still use the new lighting system.

Yeah, you never know what'll happen at a later date (ex. another new lighting system with different characteristics.) But we can say that for the foreseeable future that Risa is (like every planet in STO) tidally locked.

The best they could do is re-make all the textures of objects and generate an entire new instance and map of Risa at night, which too would be static and dead, but it would be better than now.
In other words: it's a possibility if the situation changes (completely). Impossible things don't have an "unless" involved. They are simply impossible.
It's more fair to say that major lighting system changes (that would allow this question to be addressed again) are not at all likely even in the long term. Players should not be looking forward to the day/night cycle on Risa returning (it's unlikely, so set expectations accordingly) but because we don't have any technical details, the expertise capable of handling them, and knowledge of future developments we cannot eliminate that possibility entirely.
That's simply stamping down with more force than necessary to address the topic. Keep to the facts.

With lighting 2.0 it's not an option but that statement doesn't cover all possible future universes. Read full post before replying, I acknowledged what the facts are (at least implicitly) but I also recognize the limit of what you can say with them (stay with the facts). Dev comments are the professional opinions of individuals with direct working knowledge on current systems. They are highly informative but don't go overboard and form context-free binding doctrines (such that you might start a reflexive argument with someone about the difference between impossible and highly, highly unlikely given present circumstance and their plausible future development.)
And for the sake of clarity, let me reiterate: the day/night cycle is not likely to be coming back at any future date (see. dev comments). However, it's unreasonable take that statement further. The day/night cycle is not an absolute impossibility (since whether or not we have it depends on technical circumstance), it's simply something that the current lighting system does not support.

With lighting 2.0, it is impossible in this present universe to make Risa and Bajor and every other map have a day-night cycle short of remaking textures manually on all objects. I reference the professional programmers at Cryptic/PWE for making it crystal clear why, within the given constraints of financial limitations and present-day computing power, the easy solution isn't feasible, and can therefore be regarded as 'impossible' not in an absolute sense, but in a practical, everyday sense.
No worries, we all learn. You'll note that by talking about constraint and specific context you are addressing possible future universes. It's not whimsical, it's something you can use every day!
(BTW, present day computer power is capable of handling certain iterations day/night cycles in video games. The now insurmountable crux is how STO handles its ambient lighting. )
