Keybind question

When do you use + in a keybind and when not. I know ++ turns the command into a toggle.
For instance,
I use +STOTrayExecByTray 1 0 for using a tray power and "StatsPreset_Load Preset_1" to use the first power setting. What is the reason the first one needs + in the syntax and the other command doesn't?

    Someone set it up that way from the beginning.
    If your looking for logic then I'll talk to a bit programmer in a few weeks and I might be able to get you a better answer but lacking the source code ..the why is..it's anyone guess

    It stands to reason if ++ means toggle, then + means trigger once.
