New form topic: PvP/PvE

With the new updates coming to PvP and PvE, I think it would be good to create a new forum topic for PvP and PvE, competitive and casual, maybe even a whole new category (something like, "Alliance War Games facility"?). Also, remove the old PvP topic, because that has been abandoned for years (until recently) and contains mostly obselete information.
