I had the same issue. Go to your homeworld (Earth for FED, Qo'nos for KDF) and talk to the Romulan Ambassador. They'll give you the first mission which will sequentially unlock all the others.

When you see "TRIBBLE" in my posts, it's because I manually typed "TRIBBLE" and censored myself.

most of the missions can be replayed by visiting the different NPC's on new Romulus like Foreman Kylor the Romulan foreman at the Staging Area, Avran at Vastam Peaks and so on.
you can find the complete list by going to this web page http://sto.gamepedia.com/New_Romulus
scrolling down to the missions section and selecting the mission you want to find out who to see to replay the mission.

TIP: only play one mission a day to get the daily bonus.

When I think about everything we've been through together,

maybe it's not the destination that matters, maybe it's the journey,

and if that journey takes a little longer,

so we can do something we all believe in,

I can't think of any place I'd rather be or any people I'd rather be with.

I repeat some of the missions when I am on New Romulus. It is a fairly quick way to farm Dil. It generally takes about 6 or 7 minutes to complete some of the missions. It's a nice change of pace from always shooting at things.

Did you play the "Yesterday's War" story arc? It could be that if you do not play both The Core of the Matter and Vorgon Conclusions, the missions on New Romulus are locked. The 1st mission in that story arc, The Once and Future Agent, is simply a wrapper / short intro.

Also, the episode mission "Empress Sela" was added to the Romulan story arc. You might need to play that as well.

Note: Only applicable to the Federation faction in the Romulan Mystery story arc.

Assuming you were already been sent by Romulan Ambassador to New Romulus as other said (can't help well with that)
And assuming you already arrived to NR after that and then did the first quest in New Romulus line mentioned above by others,
And that you did the 1st quest there by speaking to 2-3 people on the stage as noted,

Press J->Episodes->New Romulus. You get missions there. (Civils no longer matter much)

You now able to take and do in order/skip the rest of the missions in New Romulus line. Including daily and quests linked to reputations.

(Reputation: take/replay/have an active matching quest as follow: T2: Mountain Base, T3: Overgrown Caves, T4+5 (better do together): The Power Source (last). Don't quit a reputation related instance before you have done both the line mission and the reputation mission objectives fully, if applicable, else you might have to replay.)

P.S. - untidy non accurate notes.
As said, I can't really well help you in how to trigger the Romulan Ambassador to send you to NR or help in arriving smoothly into New Romulus line. However, some notes could still be added.

New Romulus line being faded out may mean in best case that you just didn't do the (non blocking) level 50 quest of Yesterday's War OR in worse case other quest above NR line which block it, but you can go to NR line (and NR and its mission) even while not doing that specific level 50 quest of Yesterday's War, even though things MIGHT go messy. It shouldn't prevent you.

However, as other said, some other conditions may affect this. You might not have made Darkness Before Dawn (Obisek's) quest, or any other blocking quest such as any of the level 20 and 43 quests of Yesterday's War line (you do those in order, and if can't see next after seeing one (e.g. in a line you can access), do try to interact with "J->info" somewhere), or Borg/Breen blocking quests etc.

Doing last Borg's quest triggered somehow the Romulan Ambassador to react to you for some, but others seems to have went OK without it.

Either way. after doing any obvious blocking quests, Darkness Before the Dawn (Obysek's), and Yesterday's War quests level 20, 20 and 43 if it blocks the way (it's so for chars new since AoY expansion or for chars which didn't skip/do enough up to New Romulus' line location - maybe, say, up to Borg and Breen both being accessible), and any borg blocking quest (you may also try the last Borg line quest just in case), you can try to talk to Romulan Ambassador at DS9/at Quinn's office/in Qu'onos (if lucky, you may get a hail) and interact with him and J->Episodes and maybe check J->Progress too etc, until you hopefully get him to send you to NR somehow. Then you go there and do the 1st quest in J->Episodes->New Romulus and continue for there and then problem solved as noted above.
