Drain Infection - Critical Hit/Chance Working as Intended?

I have observed that Drain Infection does not appear to be critically hitting at the expected rate. Assuming it is not subject to the Particle Manipulator trait, I should be seeing ~19-20% critical hits from Drain Infection based on my Global Crit. Chance. But I'm seeing it critically hit at a much lower rate than expected. In one recent example, I had 74 attacks with Drain Infection and only 1 was a critical hit (this was running the Starbase 234 patrol on Advanced). Perhaps this is working as intended (ie: it calculates crit. chance some other way that does not consider global crit. chance), but if not I wanted to report it as a bug.

Non-bug report related commentary: With the damage reduction of Drain Infection on Tribble, it would make the skill point choice more appealing if it could critically hit at either the global crit rate or the combined exotic ability crit. rate (including Particle Manipulator), since its damage does scale with EPG.
