I'd like to see dry docks serve a real purpose. the function of a dry dock is to upgrade or retrofit a ship, but right now they act as a storage bay when they can by used for so much more. I'd like to see a new system put in place for dry docks that will allow the player to upgrade and retrofit any ships that they own. Just think of it if a system like this was put into place you can build that T6 miranda class ship or any other ship that you want

Not if Cryptic can negotiate with CBS to allow it to happen. If they are successful, then Cryptic could potentially sell "Ship Tier Upgrade Tokens" through the Arc Store which means they can only be purchased using real money. The pricing model could be as follows:
T1 to T2 Upgrade = $5
T2 to T3 Upgrade = $10
T3 to T4 Upgrade = $15
T4 to T5 Upgrade = $20
T5 to T6 Upgrade = $25
Such a pricing tier will allow players to upgrade a T1 ship to a T6 ship for $75.
You'll likely see T6 Mirandas and the sort in lock boxes and promo packs.
For example: Your ship is damaged, slightly because you died in an advanced queue. (in that case I would make ship damage a thing even in normal queues)
Now you need to put that ship into dry dock to repair the ship to prestine working conditions again. This takes time, which ofcourse can be reduced with dilithium (devs need to eat too )
Now one of your ships is on cooldown and you want to fly a mission. 2 options: number one is to pick one of your other ships. and number two is to spend dilithium (costs increase with tier)
dry dock has a purpose and getting killed actually matters. (PVP would be excluded, since it is only on holodeck anyway)

That's EXACTLY the function of Dry Docks in STO, to serve as storage for ships you're not using but don't want to delete of rfear of losing them forever. They're especially helpful to those who have numerous Lock Box ships that cannot otherwise be reclaimed if they were dismissed, unlike C-Store or Event ships, which can be dismissed and reclaimed.

Yeah, they started with the premise "we want a cheap ship storage option" and then named it Dry Dock. They didn't start with 'Dry Dock' and then decide to make it storage. (i.e, you're not going to get them to change it to some new function, the entire point is just to store ships.)
