Incremental Phase Shift ability is not working

The Incremental Phase Shift ability from Console - Universal - Incremental Phase Cloaking Device does not function when activated. The initial VFX plays (the red energy pulse), an Immunity Lockout is triggered, but no other effect nor any functionality occurs. It simply triggers an Immunity Lockout for no benefit.

REPRODUCTION STEPS:
1 - Switch active starship to your favorite Assault Cruiser (skip this step if you are pure and without sin)
2 - Equip the Console - Universal - Incremental Phase Cloaking Device from thy holy Archon-class Intel Assault Cruiser.
3 - Ensure you are in Space (any space will do), and activate the Incremental Phase Shift ability and observe the effects.
LOCATION:
Any space will do, but specifically this was tested in a Deep Space Encounter, Drozana space, and Defera space.

Comments:
I speculate that the new Immunity Lockout functionality is causing the script for Incremental Phase Shift to crash, or otherwise strip the Phase Shift buff.
