Would Subnuke result in better gameplay if it was toned down significantly and given a much shorter cool down to compensate? Say as an example at LtC it only strips one or two buffs and reduces recharge speed by 10%, but has a cool down of 45 seconds not 3minutes?
No, I think not. Players have really a ton of buffs, and removing the buffs is actually kinda needed usually to actually score a kill against a well-oiled team. (Now ,maybe that wasn't true in the physical exotics meta, I haven't played under that, but the physical meta is being brought down with the patch, too). Players really have a ton of buffs that keep them alive, and if you can't remove them, it's quite possible you can't kill them, either.

SNB is mostly useless in PvE. It's bad if a class ability - the core of what makes the class even worth having - is not relevant in the majority of played content in this game.
So CrypticSpartan decided that maybe it could be replaced with an ability that will be relevant in PvE and introduced Deflector Overcharge to replace SNB. He wasn't concerned that Dampening Field, Science Fleet or Sensor Scan are not relevant in PvE.
It's not about: "I am gonna take away one of the Science Captain toys and replace it with something else", it's about "this toy is useless for most players in this game, I am gonna find something better to replace it."
Your poll might be useful if it was the former, but it's about the latter, and it doesn't help address the concern behind the change.
A poll about: "How would you make SNB more relevant in PvE" might be useful. I really have no idea how dead-set the fundamental change - comletely replacing a captain power - CrypticSpartan or the rest of the team actually are.
