I notice that I can purchase the green with dilith. I got diplomacy to 3 and got a blue officer. But, I can't purchse them with Dilithium. Is there a way to claim all the blue officers?
Yep, do what jslyn said.. leave the area and come back. If you have achieved T3 then they will be available for Dilithium.
I'm pretty sure this problem occurs if you're actually in the Starfleet Academy zone when you achieve T3. It won't unlock until you leave and come back.
You might want to save your dil until you can get VR boffs instead.
Keep doing the free recruitment from the personnel officer and the cultural exchanges (vulcan, andorian, tellarite). Do the refuge mission in Earth orbit. Maybe do the colonization chains in all of the clusters. You'll get free blues now and then from all of these.
Spending dil and 5 green DOFFs in exchange for a blue DOFF is not advised.
I know that advice is given by a lot. However I always did that the past4 years and have not regretted it. Roughly once per toon every 2 weeks. I estimate to get an average of 2k-3k Dil /day/toon out of the doff system. I would not get that without my hundreds of purple and blue quality doffs and the upgrading investments are not that big of a deal.

I guess so but having 10 toons with 3-4 mil unrefined Dil each took quite some Doff time management in direct competition to the benefits of more actively spend gaming time. I won’t be able to put my Dil to good use anyway but my gaming time is so precious that I’m grateful for this quick and instant way to keep my doff rosters from exploding.
The only day I’m really afraid of is when my toons sit on 500 purple Doffs each and I do need to tend to the exchange for further roster management.

The simple method of chucking things onto the exchange, when room is needed in rosters on the quick, is pretty painless. While degrinding certainly yields much more space cash per unit, casuals may simply not have that kind of time. Also, the cheap and plentiful greens, combined with a near constant demand for starbase food, fuels the economic demand for the degrinding service industry - allowing enterprising folks the opportunity to convert as much or as little of their grind time as they want into EC simply by clicking the same 5 buttons over and over (green, select doff, begin, completed, collect).

Millions of ore on many characters generally means someone either intentionally went out of their way to painstakingly create large numbers they can't do anything about, or they simply forgot about those additional pylons and what they must do about them. Either way, it has nothing to do with being short on time since it's incredibly time-consuming to accumulate millions of ore on many characters.
Having a quick and reliable way of receiving 8k of refined dil, per character, per day, doesn't make spending dil and 5 greens for blues any less silly. It's just as silly for the spacerich to do it as it is for the spacepoor.
The best way to get new (nonwhite) doffs is to do the nebula colonization missions and the then do "support colonization..." missions to get refugees. Then turn in the refugees for new officers.
You can also do the officer exchange missions in the alpha quadrant to swap your existing officers for (hopefully) better ones.
I've been using those methods and all my ships have all blue, purple and gold doffs.

I have a few I've gotten from officer exchanges and random recruitment. They're useful occasionally so I like to keep one around. I actually managed to find a Ferasan and Vorta refugee too!
I've kept a number of Common Doffs that I received from Gamma Quadrant Cadres as they all have the Resolve Trait which comes in handy for a number of Missions to supplement Rare or Very Rare that may be on some other duty.

I do Support whenever I run across it, but rarely pay attention to the results. Until the other day when I went to do an Officer Exchange on a KDF alt, and discovered I had like 7 of the one Tractor Beam or Transporter officer. Don't think I need quite that many....

I can understand that. Getting rid of low-grade doffs the proper way (downgrind to white and sell or put in fleet project) is hellishly tedious if your roster is full, since there is no extra work space to unload.
However, I would dismiss doffs before using the upgrinder. That's how bad a deal it is with the dil cost.
