Need help finding duty officer assignment chains, Facility 4028?

I haven't even started the first one. Would it be under personal, current or First officer?
Where would be the place to find it?

I'm Fed btw.

    Sector, Personal, and Department, They can pop up in all three. Some assignment chains however are quadrant and sector. Have to fly around to find them.

    If you read the linked site it tells you that the 1st mission in the chain is a Diplomatic mission. It also tells you the misison can be found in the Klingon controlled sectors which are basically the bottom 2 rows of sectors in the map, except for the sectors in the 2 columns to the left side of the map.

    this one has a secret requirement of level 3 diplomacy.

    Wow, this is stupid. Should've been listed on wiki. I wasted my time trying to look for it. I hate the fact that some missions require max diplomacy. I'm rushing Diplo right now luckily.

    My time recruit has all but the bartender & chef chains complete so as of six months ago they should all be doable.

    I'm diplomat level 3 and I still can't find it in Archanis and Qnos sector as Fed.

    The mission exists since I finally decided to start and complete the entire chain on my AoY captain between the last week of Feb and 1st week of this month. I don't recall exactly which sector I got the first mission in that chain. I simply flew into the two lowest sector rows of the map excluding the sectors in the two left most sector columns.

    Which Quadrant?

    As I mentioned in my first post, the Klingon controlled sectors. So that means Beta Quadrant.

    Were you looking at Current map? Can't even find it in the Klingon place. Do I have to be diplomat rank 4 or something?

    Bring up the map when you are in the Beta Quadrant.

    The bottom two rows of sectors, excluding the sectors in the two left most columns.
