Fleet Spire and Embassy Kit/Kit Module Recommendations Post Revamp

I've noticed that the Kits in both the Spire and Embassy are the same exact stats (KPerfx2, PSG, Wpn Dmg). I am guessing that their is something in the works as those essentially can be crafted as well as the kit modules in both holdings.
Fleet Kit Module Recommendation: Make them Epic quality or upgradeable to Epic and leave crafted/looted/reward capped at UR. That wouldn't break the game and make Fleet Modules viable alternatives again.
Kits: Make the Romulan Kits focused around Offense and Spire Focused around defense Ex Romulan KPerfx2, WpnDmg, WpnCrit/Spire Armorx2, PSG, PSGRes or Option 2: Romulans are kit/wpn dmg and Spire would be Kit CD/Wpn Crit EX: Romulan KPerfx2 WpnDmgx2/Spire KCDx2 WpnCritx2
Research Kits would stay the same and continue to be versitile and modules would be upgradeable to Epic.
