Reputation System

Have anyone found something weird about the reputation system's location? If you think about it I agree with everything about it but the location I think it should be under the R&D tab and have the reputation system for a diplomacy kind of thing where you can help another species out and on Earth, Qono'S, and Romulus and gain their trust and have something like player homes in STO? Could have stage 1 beam over to a bird of prey and become the crew. Work yourself up to a dreadnought and eventually then go to their homeworld then they would allow you to buy a home on their planet. Same kind of thing goes for Romulans side of things but a bit different because you already helped them with their new homeworld so maybe you get more XP for doing stuff. When someone meets the final stage you get to pick any ship you want so you could be Starfleet and flying a Romulan Scimitar for example.
