What damage? 25 Lobi would require the Lobi from approximately FIVE Lockboxes. That requires 5 Keys. So FIVE Keys for ONE Key. Alternatively, 2.5 Promotional R&D Packs. Now while you could buy Keys and Promotional R&D Packs with EC, SOMEONE bought them with Zen to begin with.

900 lobi would buy you a ship you can easily sell for 300 million EC. That's 333k per lobi.
25 lobi = 8.3m EC. Only a total sucker would pay that much for a key.
A never ending opening lock box. One where you open to find another, open that to find another, etc.

Iotian weapons and clothes would be cool.
I would also like to be able to buy copies of the Bajoran weapons. Right now you get 1ea pistol and rifle from the pack and that is it end of story. But the ToS pack you can keep reclaiming till you outfitted an entire crew with Mk II phaser pistols.

uh... Keys are a high demand item/currency required to play the game by a certain point really. Hold them out of reach of the average player and you kill the game. Players would leave. Actually, more than half the player would leave. Then the game wouldn't be feasible and they'd close it down. And yes, if you require Lobi to be spent in order to GET a key needed to unlock a box in order to GET lobi in the first place, then you are trying to kill the game or are suggesting an ELITIST system. This by the way is why F2P was introduced to STO in the first place. The game was in trouble. Keys are a form of game currency which let a few players actually get something worthwhile. Personally, I would like to just see the prices of the current Lobi store dropped by a sizeable percentage.
In my opinion, people would be inclined to make more use of the Lobi store if the prices were reduced, thus giving people the sense that they are actually getting more bang for the buck, as it were, for single character unlocks.
As far as what items I would like to see added... More cosmetic-only items such as permanent and unique ship holo-emitters (permanent versions of the Latinum Exchange emitters already in game, for starters), VERY RARE costumes, maybe even special gear visuals (engine trails, shield skins... even special weapon visuals).

One thing I'd love to see is that 23c. compressed phaser pistol they pulled out of the lobi store. I can't be the only one who really wanted it.
I also wanted said pistol. I figured now was a good time to create a Wrath of Khan themed Starfleet character. that weapon would have been a nice touch.
So, yeah. I would like to see a type II phaser bolt pistol in the lobi store.
Account wide ships. It's not like 900 crystals is easily or cheaply obtained. Buying a ship from the c-store can be cheaper than getting 900 crystals. If the c-store ships are accnt wide, the lobi ships definitely should be

Bad idea from a purely player self-interest perspective. Its a worse idea to think exclusive-by-cost items don't have a very successful place in the STO monetization ecology. Every single Vengeance you see flying around is ~$180 in Cryptic's pocket, paying the Devs and keeping the content flowing.
I think an account wide "Playable Cardassian Captains (Fed) - with unique tier 1 ship" unlock would do very well for Cryptic as a 500 lobi item. There's seemingly not a lot of player who want it, but for those who do want it, buying and using 100 keys is a price they'd totally be willing to accommodate to play their dream captain. The pricing would be comparable with Talaxians being gated behind LTS.

Consoles that unless you hit the lockbox jackpot remain forever unavailable. My klingon Temporal Destroyer that I have had for ages needs the rest of the console set that was only available through lockbox lottery or having the other lockbox ships.
